I wholeheartedly concur. I know it's impossible for big companies (and likely even small) to stop all the scams using their platforms but they have responsibility to proactively search for scams, not just react to complaints. Their AIs are pretty amazing at linking content to users through patterns; how about using some of it to find and remove scammers by those patterns?
