New install

Most web hosts seem to use cpanel and I think that is something you can install yourself though I don't know much about setting it up. Sorry.

I'm wondering if it could be a permission issue. Linux keeps logs for many programs in /var/log and you might find apache logs in there. Or Webmin might even have a button for it. I'd suggest you start there and see if you can find if apache is generating errors when it tries to change to that directory. The error message might give you a clue as to what is going on. In Linux, you can't just read/write anywhere. The program or user that is running has its own permissions. Apache runs under httpd, I believe. So the directory you're looking at needs that permission to at least read it.
