Disturbing that it went this long before being noticed but I'm not surprised they've been doing it. China has been stealing Western tech for decades and this is just another vector.

This is more disturbing:

He says the hacker tools aren't new but were mostly overlooked because most cybersecurity efforts are focused on mass market operating systems such as Microsoft Windows and Google Android.

I hope it's because they think windows and android are less secure but Linux runs most of the web servers on the internet so this is stupid logic, still.
